The degree of risk can vary significantly by location; some properties may have severe flood impacts, making it challenging to develop or modify them in the future. These properties often come with high insurance costs.

The severity of flooding depends on factors such as the flood magnitude; some properties are only affected by the Probable Maximum Flood (PMF), while others may experience more frequent flood events like the 5% Annual Exceedance Probability (AEP), also known as the 1-in-20-year flood.

Depending on a majority of factors such as topography, landcover, history of flooding some lots are classified as high flood risk and development may not be permitted in a high hazard area or it will be subject to strict development controls generally defined by the DCPs (Development Control Plans) and LEPs (Local Environmental Plans).
